Incorporate postmortem analysis recs: Systems and Facility Access

We should look for ways to incorporate advice stemming from analysis of Path Analysis post-mortems.

• Address potential access issues (systems and facilities) with all DoD partners during the interview phase.
• Establish an understanding with DoD partners chain of command channels prior to implementation.

@mheadd this sounds like it'd be in your wheelhouse. Thoughts on where this should best live?

I'm working with @hannahkane now on a set of questions / issues for AMs to use pre-engagement (while we're still getting docs signed and the engagement lined up). Seems like this would be a thing that should be included in that conversation. I'm going to add a link to this issue in the Trello card for that effort, and will update/close this issue when that is completed.
