Picklist needs decision comments

In the scouting meeting when robots are ranked, we need a way to capture comments that drive that decision and any things to watch for.

PR https://github.com/2702rebels/scouting-app/pull/66 merged. There are some improvement suggestions for the implementation, so leaving this issue open for now so we can clean those up.
