[feature] Create simple climatology regridder

We need a regridder we can start using and building around.

Describe the solution you'd like...

1. Flesh out a regridder that just takes the climatology to start with following the regridder template
2. Replaces locations with model profiles where profiles have been sampled with no interpolation, only grid point replacement.
3. Test it behaves as expected.

I've done step 1 and have a climatology with a test. The climatology is tiled back to the same time dimension as the original dataset.
