[feature] Sampler needs to include time of the profile

At the moment the sampler deals in space but it needs find the nearest model time too.

Include a function to find the nearest model time.
Test the function.

This also needs to parse profiles that are out of time bounds of the model.

I've added code to fine the nearest time index in the model dataset.
I've added a function to subset the profiles to include only ones that inside the model data time bounds.
There are tests for this.
