  To establish the foundational infrastructure required for the OceanOSSE package, including implementing the Command-Line Interface (CLI), I/O modules, abstract base classes etc. To produce an end-to-end skeleton workflow to be populated during subsequent Milestones. To produce an initial Argo sampling database using EN4.2.2 profiles for use in the ArgoSampler.
