Client CLI should consider `-a/--all` by default

Client CLI should treat the default mode of operation as `-a/--all`, especially for listing of the jobs. If that is considered too dangerous then at least if `-n/--name` or `-s/--state` is passed this should be considered same as "all with these criteria" by default.
