Add static coding agent setup files to bundles

Summary

• document the OpenAI-backed agent setup using the currently documented mini model string
• include static CLAUDE, AGENTS, Cursor rule, Claude skill, and PR template files in every exported scaffold bundle
• update generated coding-agent prompts and bundle README copy to reference the static instruction files

Verification

• python3 -m py_compile ai_agents/blueprint_agent/blueprint_agent.py
• npm run typecheck
• npm run build
• git diff --check
