[EPIC] Launch the Certification Program

This task is aimed at developing, refining, and implementing various aspects of the AlmaLinux Hardware Certification Program.
This includes but is not limited to:

• Creating and updating documentation related to hardware certification guidelines and procedures.
• Setting up and maintaining the hardware testing infrastructure.
• Engaging with Independent Hardware Vendors (IHVs) for collaboration and certification.
• Ensuring compliance with relevant standards and regulations.
