Implement YubiKey/TPM hardware HSM integration for meter signing

Description

Level 2 of the product roadmap requires hardware HSM integration for meter key storage. YubiKey and TPM support should be added to the meter signing flow.

Acceptance Criteria

• YubiKey PIV interface used for Ed25519 key storage
• TPM 2.0 support for embedded meter devices
• Key never leaves the hardware module
• Integration guide for hardware manufacturers
• Tested with physical YubiKey 5 series
