Description

Energy cooperatives manage multiple meters under a single organization. A cooperative account type should allow managing multiple meters and pooling certificates.

Acceptance Criteria

• Cooperative account type with multiple member meters
• Cooperative admin can add/remove meters
• Certificates from all cooperative meters visible in one dashboard
• Governance proposals scoped to cooperative members
• Billing/reporting at cooperative level
