Describe the bug
No Cuda Build shouldn't build whisper with cuda

Expected behavior
We should remove cuda from whisper, how we are doing it for opencv

Atually whisper works fine even in no cuda build... they are able to detect it dynamically...

🔍 Critical Analysis - Needs Verification

Issue: NoCUDA build includes whisper with CUDA

Current State Check Needed:

1. Check base/vcpkg.json - does whisper have proper platform guards?
2. Check if whisper[cuda] feature is conditionally included

Quick verification:

grep -A5 'whisper' base/vcpkg.json

Recommendation:

• If already fixed, close this issue
• If not fixed, this is a simple vcpkg.json fix - add platform filter:

Priority: Low - NoCUDA builds work, this is just unnecessary compilation time
