As administrator I want to have a cleaned up set of admin scopes #226
Description
The admin scopes are a mess. There's overlap everywhere, and there's just too many of them. The PR associated with this issue will fix that problem by creating new admin scopes for everything. I'm not sure what scopes I'll end up creating just yet, but the ones we've got right now don't work as well as they should.
This change does mean that the backend will have to be updated at the exact same time as the frontend to ensure that we can still access the Admin Portal and be actual system administrators etcetera.
