Hi there I'm working to send this parameter dqcRuleFilter in the request.

Do I need to send it to ESMA projects?

ESMA packages shouldn't use the EDGAR dqcRuleFilter because ESMA packages shouldn't use EDGAR and dqcRuleFilter is a EDGAR parameter. ESMA should use DQC via https://github.com/DataQualityCommittee/dqc_us_rules and Xule instead.
