Fixed clockwise arc rendering in raster renderer. Reported by @tgbl-mk (Incorrect Board Outline Rendering #203). Fixed

Fixed empty comment parsing. Reported by @lookme2 (Parser Fails on Empty G04* command #198). Fixed by @Argmaster in Fix empty comment parsing #201.
Disabled MacOS test suite due to consistent failures during Python installation on
macos-latest GitHub hosted machines.
