In #668, Tlaloc was reworded to more sensibly work with AoE weapons, but the current wording of "Any given target can't be hit more than once as part of the same action." results in odd behavior with single target weapons and Barrage, which is a single action. As is, it effectively says you can't shoot the same person twice with two separate single target weapons in a Barrage while Tlaloc is active, which is probably not the intent of the change.
