What to build

Remove avoidable wall-clock waits and define explicit routine and slow lanes so contributors get substantially faster default feedback without losing security, performance, or compatibility coverage in CI.

Acceptance criteria

• The before and after duration and slowest-suite data are recorded reproducibly.
• Avoidable sleeps and real-time timeout waits in dominant suites are replaced with deterministic control.
• The routine default lane is materially faster than the recorded baseline.
• Genuinely slow security or performance coverage runs in an explicit named lane.
• CI still runs the complete assurance set across the supported Node and Bun matrix.

This is cleanup slice 7 of 9. Deliver it on its own branch and non-draft pull request into staging, then merge it before starting the next slice.

Completed in PR #146 and merged into staging at b33f31f. Routine, slow, and complete test lanes are now explicit for Jest and Bun; exact-head CI, Grok review, and CodeRabbit verification are clean.
