[chat] enable private group chat

Feature

In order to support private group chats we need to

1. switch from identifying chats in the UI by the partner id key to using the chat id (database id) to identify the chat
2. add administration events to messages like AddedUser etc in case it's a group chat.
3. update the protobuf messages of the plain message
