Opened PR #39 for this: #39

It prevents WBGL-to-BGL sends when the requested WBGL amount exceeds the bridge's currently reported BGL reserve, showing the actual available BGL amount instead of submitting a transfer that the service would later need to return.

Verification:

• CI=true npm test -- --watchAll=false in app/ (1 passed)
• git diff --check
• node --openssl-legacy-provider ./node_modules/react-scripts/scripts/build.js in app/ (compiled with existing warnings)
