The Game API also owns one process-local experiment record. Each completed safe turn is captured once, independently from the browser snapshot, and server-side export levels filter that record without affecting provider requests.
+World Setup uses `world-scenario-v1`. Pure preview computes the actual H3 disk, exact count, summed cell area, deterministic roster/spawns, feasibility, and warnings. Apply recomputes and atomically replaces world and experiment state. Reset reconstructs the current scenario; the Toledo default preserves legacy starts. Explicit location search crosses a replaceable server-owned adapter with no autocomplete, a one-request-per-second Nominatim limit, bounded cache/timeout, normalized results, and OpenStreetMap attribution. Manual coordinates bypass that network boundary.
+
+World Lab may opt into browser-driven unattended recovery for continuous Start or Run-to sessions. After the existing initial call and at most one internal repair/transport retry, the browser serially requests one-call unattended retries up to a local limit of one through three, then commits one attributed unattended skip. Every mutation has a fresh idempotency key and uses the authoritative pending turn. Pausing, cancellation, ineligible failures, or failed reconciliation stops the loop. The tab must remain open; this is not scheduling, simultaneous ticks, or a production recovery service.

## Applications
`apps/world-lab` is a Next.js App Router developer/admin surface. It fetches runtime-validated simulation snapshots through a local rewrite, controls one turn at a time, and updates MapLibre's existing H3 GeoJSON source without recreating the map. Agent markers are fully visible and use deterministic offsets when sharing cells.

Metrics and filtering are deterministic Game API responsibilities. A turn's top-level provider metadata records the final attempt, while `modelAttempts` is canonical for call, token, and cost totals. Explicit scripted mode bypasses repository `.env` loading entirely. This keeps deterministic browser validation offline and prevents test-provider processes from unnecessarily reading genuine-provider credentials; genuine mode retains the existing environment conventions.
+## Location-search boundary
+
+Browser-driven unattended recovery is explicitly opt-in and bounded to at most three additional one-call retries per failed logical turn. Authentication, configuration, cancellation, conflicts, and unreconciled connection state require operator intervention. Retry requests reuse only the saved safe observation and never retain raw output, credentials, or private reasoning. Provider cost can increase by the configured bound, and closing the tab stops orchestration.
+
+Search runs only after explicit submission. Queries are trimmed to 120 characters, URL-encoded, receive no browser credentials, and are not logged by application code. The replaceable Nominatim adapter identifies the project, requests at most five results, limits upstream access to once per second per process, caches at most 100 normalized queries, times out after five seconds, and returns safe failures. `NOMINATIM_BASE_URL` replaces the upstream. Tests inject a fake; manual coordinates remain available.
+
Non-success OpenRouter bodies are read only up to a fixed bound. The adapter extracts a sanitized status, provider code/message, request ID, selected/resolved model, finish reasons, and latency, redacts credentials and observation strings, and discards the raw body. Those bounded fields may appear in the operator-facing failure record; raw bodies, prompts, responses, headers, and credentials never do.

Geocoding uses injected fakes; browser coverage retains the default flow and adds a 469-cell/12-agent scenario flow.
+
+Unattended-recovery coverage uses deterministic providers and timers to distinguish initial/internal/manual/unattended attempts, successful recovery, bounded exhaustion and one skip, run-target preservation, pause/cancel behavior, ineligible failures, reconciliation, idempotency, and browser-local controls. No live provider call is made.
+
Default validation is deterministic and offline except dependency/browser installation and optional basemap requests during browser rendering. No default test or GitHub Actions job contacts OpenRouter.

+# ADR 0011: Versioned configurable World Lab scenarios
+
+- Status: Accepted
+- Date: 2026-08-15
+
+## Decision
+
+The Game API owns runtime-validated `world-scenario-v1` requests, pure previews, and applied scenarios. It generates the actual H3 disk, sums H3 cell areas, enforces 1–32 agents, resolutions 8–11, radius at most 40, and at most 5,000 cells, and records seeds and warnings. Fewer than ten cells per agent is a non-blocking warning.
+
+Spawns use a server-owned seeded shuffle and deterministic greedy separation. Infeasible requests never degrade silently. The exact Toledo default retains its historical roster and starts. Reset reconstructs the current applied topology, identities, starts, models, and behaviors as a new empty experiment.
+
+Location search uses a replaceable server adapter. The Nominatim implementation identifies the application, rate-limits the process, caches bounded normalized results, times out safely, exposes attribution, and is configurable through `NOMINATIM_BASE_URL`. Manual coordinates require no geocoding.
+
+Exports advance to schema v9 and preserve the scenario and `durable-influence-v1` attribution. Versions 5–8 keep their model-assignment-only import meaning. The decision transport remains `text-flat-json-v1`.
+
+## Consequences
+
+The four-alliance palette and eight-member alliance limit remain deliberate. Prompt context does not scale with the roster: other-agent summaries remain sorted and capped at seven, with existing message/event limits. Simultaneous ticks, scheduling, simulated players, player survival language, GPS, capture/disinfection, batches, and local endpoint routing remain deferred.
