I think it should be in the uncertain category. They did not say "We will not implement ID age verification because it's totalitarianism and a violation of the 1st amendment, no matter what, even if we have to take operations outside the US/fight it in court", they simply said they would work around it until the rubber meets the road and they are forced to do it. For that reason there is a huge possibility they would bend the knee if a federal law is passed, so I think it should be in the uncertain category.
