Add tropical weather alerts

Add support for Tropical Storm Watches and Warnings, Hurricane Watches and Warnings, and various other hurricane-related alerts. These are already in the NWS API, just need to see what they look like with real-world data.

Added to v1.0.3 anyway, definitely need to make improvements to how coastal alerts are parsed.

Opened two related issues discovered when testing tropical weather alerts:

• Improve coastal alerts parsing and handling #20 - Coastal alerts parsing (has no State)
• Improve indefinite alert handling #21 - Indefinite alert handling
