Refactor ScheduleType to describe on/off operational states

Current schedules only provide an optional for partial operation percentage. To describe HVAC systems, which are either on or off, we need to update our schedule model

The PRs I see here are actually for TestSuite. It looks like we've not implemented this yet in the schema.
