[Feature Request] Turn off the "Always on top" property by default for all windows of the UI.

Currently, all the windows of EE3 UI are by default always on top, which is bit annoying.

Say, I'm in the "Program Settings" window. I notice that it's always on top, and block my view of all my other apps.
Moreover, when some error window pops up, the error window will be at lower layer of the "Program Settings" window. I can't move the "Program Settings" window because I must get rid of the error window first. But the error window is covered by the "Program Settings" window...

Even if I unchecked all the "Always on top" boxes in the setting, the setting window is still always on top.

I suggest that the Always on top should be disabled by default.

I understand why Topmost is uncomfortable. However, the reason why there is a Topmost in the setting window is that if other windows (ex DataEditor) are in Topmost, it is more embarrassing for the setting window to go back. I think I need to think about this a little bit.
As a temporary measure, I will set the error window to Topmost.
