Add the ability to submit CSB data directly to DCDB ingest

Currently, OpenVBI can prepare data locally, but contributors must use separate tools to submit datasets to DCDB. Adding upload support would allow OpenVBI to serve as a complete desktop workflow for preparing and submitting CSB data.

Motivation
The WIBL development group is discussing retiring logconvert and directing contributors to OpenVBI as the primary desktop tool. The main capability currently missing is the ability to submit datasets directly to DCDB.
