Mission Element QOL and debug tools

• It would be useful to be able to mark a mission element and have it repeat automatically, X times or indefinitely. This is really useful when troubleshooting other systems.
• It would be useful to be able to select a mission element and assign the desired speed for just that mission element, and to also be able to select an entire queue of mission elements and assign the desired speed for all of them.
