Track refits based on W-mass analysis

We can start with integrating a recipe in standard CMSSW release, then review possibilities to apply a variant in track reconstruction.

adding @dbruschi to this discussion.
A basic plan to tackle integration might the one in this slide.
I think the very first step would be to start taking the code running in CMSSW_10_6_26 and apply the miminal set of changes to make it run in cmssw master (after checking the results make sense).
