need a working phase-2 cosmic tracking #8
Description
The phase-2 cosmic tracking is not working at least as of 14_1_X CMSSW

the seeding part:
- the seeding layer lists contain layers that don't exist in the phase-2 setup ;
- the rechit collections used for the outer tracker are siStripMatchedRecHits and not siPhase2Rechits;
- the OT hit extractor does not support phase2 rechits (only vector hits)
- etc. etc.
I'm making an issue for tracking this activity
