Get initial draft for the About section

As discussed, some sections of the portal feels (or are) empty. Background information on the project is required so the user get a better sense of scale, features, efforts, organization, etc. The "About" page is a good place to enter that info.

We propose to look into the official agreement for that text.

Looking over the "About Datasets/BCCAQv2" section, we noted that it should probably contain references to PCIC's body of peer reviewed literature that document the technique and software. We'd appreciate both https://doi.org/10.1175/JCLI-D-14-00754.1 and https://doi.org/10.21105/joss.00360 being included.
