identification of uri prefix for a urn #5
Description
We have been using URI prefixes to make CTS URNs linked data friendly. I.e. the URI prefix identifies the base domain which can be used to resolve the URN (which normally is a proxy for the CTS API endpoint).
If CTS was natively RESTful, this probably wouldn't be necessary, and I'm not sure what the CTS 5 spec says about this. We've been supporting it in a sort of ad-hoc way for now, and before we implement in the selector we should probably talk about it some...
