Fix bug in family count on Approval Tracker

We identified a bug that causes the family count to disappear from the Approval Tracker when only one location is selected in the filter.

It was verified that the issue originates from the data model relationships: since the relationship between Families and Role Approvals is inactive, the location filter is not propagated to the Role Approvals table in the context of families. As a result, all families are assigned to a NULL location.

To fix this, I created a temporary relationship between Role Approvals and Location, as this issue will be resolved with the publication of the new data model — where we will maintain active relationships between Families, People, and Role Approvals.
