This document describes the current team structure of CeloHT: who holds which role, what verification status applies to each role, and how open or vacant positions are filled. It is published to give contributors, grant reviewers, auditors, and partners an accurate, current view of who is accountable for what - and to be explicit about what is not yet staffed, rather than leaving that information implicit or absent.
This document should be read alongside GOVERNANCE.md (decision-making structure), LEGAL_STATUS.md (organizational legal status), AUTHORS.md, MAINTAINERS.md, CONTRIBUTORS.md, and VERIFICATION_POLICY.md.

CeloHT is an open-source, community-governed initiative built on the Celo blockchain, organized around three pillars: Web3 and financial-literacy education, a community Agent Network, and environmental reforestation. CeloHT's governance model, described in full in GOVERNANCE.md, distributes authority across a Governance Council, Working Groups, Maintainers, and the broader contributor community. No individual, including the Founder, holds unilateral authority over the project.
This document exists because a project's credibility depends in part on the verifiability of the people behind it. CeloHT commits to listing team roles accurately, marking unfilled roles as such, and never presenting placeholder or fabricated individuals as if they were real team members.

CeloHT does not publish unverified biographical claims, credentials, or third-party affiliations for any team member, including the Founder. Biographical detail beyond role, authority, and governance status will be added to this section only once it has been prepared and verified in accordance with VERIFICATION_POLICY.md, and will be sourced from information the Founder himself confirms and is willing to have published - not inferred or generated.
CeloHT's team structure mirrors the organizational model defined in GOVERNANCE.md. The table below reflects the current, actual staffing of each role as of this document's publication date.

CeloHT does not list names against any role in the table above unless that role is genuinely and currently filled by a specific, identifiable individual who has agreed to be publicly named in this capacity.
The following positions are explicitly vacant. CeloHT lists them openly, consistent with the principle that an accurately disclosed vacancy is more trustworthy than an invented or implied appointment.

A vacancy in this table does not indicate an absence of activity - it indicates that no specific individual has yet been confirmed, verified, and publicly named for that role. As CeloHT's contributor base grows, vacancies will be filled through the processes defined in GOVERNANCE.md, and this document will be updated accordingly.

Every named individual associated with CeloHT is assigned one of the following verification statuses, defined fully in VERIFICATION_POLICY.md:

As of this document's publication date, no team member - including the Founder - has completed the full verification process described in VERIFICATION_POLICY.md. This is disclosed explicitly rather than omitted, and this document will be updated as verification is completed.
Consistent with practices at organizations such as the Linux Foundation, Mozilla Foundation, and the Celo Foundation, CeloHT requires that individuals holding a Governance Council seat, Maintainer role, or Working Group Lead role eventually publish, at minimum:
- A GitHub profile linked to their CeloHT role, consistent with the account performing that role's activity in CeloHT repositories.
- At least one additional verifiable public profile (for example, a professional network profile, personal website, or equivalent), sufficient to establish that the individual is a real, identifiable person.
Public profile links are not fabricated, estimated, or placeholder-filled by CeloHT on behalf of any individual. Until an individual provides and confirms their own links, their entry in this document will read "TBA" or "Pending Verification," never a constructed or assumed profile.
- No fabricated team members. CeloHT will never list a name, biography, credential, or affiliation that has not been confirmed directly by the individual concerned.
- Open vacancies over invented appointments. An unfilled role is marked "Open" or "Vacant" rather than implied to be filled.
- Authority is role-based, not person-based. Responsibilities attach to governance roles defined in
GOVERNANCE.md, not to informal influence. - No unilateral control. The Founder's authority is explicitly bounded by
GOVERNANCE.mdand does not extend to overriding Governance Council decisions outside the narrow emergency-safeguard process. - Verification before publicity. Biographical claims are published only after the process in
VERIFICATION_POLICY.mdhas been completed or explicitly marked as pending.
CeloHT commits to keeping this document current as roles are filled, vacated, or restructured. Any change to the Core Team Structure (Section 3) is logged with a dated changelog entry. Reviewers, auditors, and partners conducting due diligence should treat the absence of a name in this document as an accurate statement that the role is currently unfilled, not as an omission to be second-guessed.
