Goal: establish a solid base for operations and governance.

- Core financial and Web3 training material in Haitian Creole
- Recruit and train the first cohort of community agents in Léogâne
- Land the first partnerships and grants within the Celo ecosystem
Success metrics: 3 - 15 active agents, 100+ people completing basic training.
Goal: validate the model in a pilot area before expanding.
- First complete cash-in/cash-out transaction cycle handled by agents
- First pilot reforestation program with USDm rewards
- Systematically collect and analyze community feedback
Success metrics: stable transaction volume, agent retention above 70%, first trees planted and tracked.
Goal: expand beyond the pilot area.
- Expand the agent network across multiple departments in Haiti
- Translate core training material into Spanish
- Explore early partnerships in other Caribbean countries
Goal: a self-sustaining ecosystem with mature governance.
- A more decentralized governance model (elected council or similar)
- An agent network that's increasingly self-sustaining financially
- An educational certification program recognized by external partners
Each phase depends on the previous one being validated we're not rushing geographic expansion ahead of proving the operational model works locally.
