Besides the server running, another condition should be added to Sync Server toolbar button enablement. The action should be disabled unless there are outstanding asset changes to apply. The main benefit of this is that users will be able to tell at a glance whether the server is up-to-date (because the button will be disabled if all changes have been applied).
