Blacklist Discord accounts

Add a SQL table, which stores blacklisted discord accounts, including commands to add to/remove from to it.

Kira should refuse service in any Discord containing any of these accounts and tell why. Need to scan all Discords on startup and then listen for new joins to detect such accounts.
