[BUG] CITADEL: Extra blocks consumed when using /ctr?

I was wondering where all my blocks where getting used in, and I believe you can reinforce air, here is a video showing it:

I doubt the Citadel author will care about updating anything, and Civ's fork is archived, so I decided to post the issue here.

Citadel's commands and states can be somewhat confusing, but what you're showing is not reinforced AIR: /ctr could be described as the means of [re]setting the reinforcement of existing blocks. If you placed a block and need to reinforce it, you use /ctr. If you have a STONE reinforced block and want to upgrade it to IRON, you use /ctr. Not being able to place or break blocks while using /ctr is intended. If you would like to reinforce blocks as you're placing them, use /ctf instead.

But the items I reinforce with keeps getting used and I never get them back.

And no Citadel message shows up in chat when it uses the blocks.

My apologies, I fully retract my previous comment. This is definitely a bug: you should not be able to place or break blocks within /ctr and attempts to do so should not be consuming reinforcements. Citadel is still maintained though (here).

Are you sure it's not reinforcing air? Here is a video again, which shows once that spot is reinforced (bubble animation played), you can't do it again, and AIR isn't included in blacklist.

Or maybe it reinforces the block that was just placed (gilded_blackstone in this case), but it gets removed because you can't place blocks in ctr mode, but citadel still keeps state of that reinforcement? Maybe that's why the animation only shows up once?

I don't know much about Java, and I couldn't compiler the source files, so I will just commit a change and you test it?
