Add Links to Brigade Information

To make it easier to keep this site up-to-date, links to learning resources and project contribution guidelines need to be added to the "Learn" and "Contribute" call-to-action blocks. 

I think this information should go into a Code for Boulder wiki, but that would need to be created before the links are added.
