feat(ci): make shellcheck mandatory in CI and governance workflows #101
Description
Summary
PR #68 introduces a mandatory shellcheck gate, repo configuration, and shell lint fixes. The PR should be linked to a dedicated issue so the change is traceable from planning through merge.
Scope
- add repo-level shellcheck configuration
- fix current shellcheck violations in maintained scripts
- require shellcheck in GitHub and Gitea CI workflows
Acceptance Criteria
- shellcheck passes on the targeted scripts in CI
- both GitHub and Gitea workflow coverage include the shellcheck gate
- PR feat(ci): make shellcheck mandatory — .shellcheckrc, fix 24 violations, add CI gates #68 references this issue
