[Feature Request] New Cogs Section / Last Updated Attribute

What

1. A "Recent/New Cogs" tab or section on https://index.discord.red/ that works on both approved and unapproved settings.
2. A "Last updated" indicator on index entries so that users know how "old" a cog is.

Why

1. Would bring more attention to newer released cogs and help those in unapproved get more attention to their latest projects.
   1a. I like checking the unapproved index to see what is new, but having to go through ~1000 cogs prohibits me from doing it frequently. This already (kind of) exists for approved repos with the #new-cogs announcement channel on cog server.
2. Some cogs can be considered "complete", but with any breaking changes that might occur in the future, it would be nice to filter for cogs updated after a breaking change was pushed.

See PR #93. It makes some sense to have a tracking issue, so I'll keep this open. I linked the aforementioned PR to this issue.

Cogs / repos are already removed from the index when they do not update to address breaking changes within a small time period. If you know of any cogs currently on the index that are not updated to support Red 3.5, please let us know.
