"DTD is prohibited" message when creating new GPO using this template admx/adml file

Copied the admx/adml files to the appropriate directories in SYSVOL. Went into GPMC and created a new GPO object. When editing the new GPO object I receive the following error message:

DTD is prohibited

[netuser2477]

The some problem when i edit a already created gpo and click on Policies and Administrative Templates.
