Subject: [PATCH 1/2] chore: refresh crates.io lockfile, MSRV 1.87, and extract
 roadmap

Align with rsReticulum v1.2.0 MSRV, drop unused base64, and document
mesh-client constant-import vs deferred nomad-client timeouts.
