restore outbound Accept helpers the main rebase dropped

Main #481 deleted build_outbound_accept and its q-value helpers when
get_header moved to a fixed SSZ-first Accept; the bid endpoint still mirrors
the caller's preference, so bring them back beside OUTBOUND_ACCEPT_SSZ_FIRST.
