unable to create dispenser for non-divisible asset

Anytime a user tries to create a dispenser using a non-divisible asset they get an error thrown about the mainchain rate needing to be a whole number... need to fix so they can create dispensers for non-divisible cards

^bump^ ... still an issue being reported by users.

I thought we fixed this issue... but checking closed pull requests, not seeing any related to this.. so maybe I imagined the fix?

Anyway, we should get this fixed since counterwallet is the only method to use CP for some mobile users
