Create a category for collections of competencies

This is for a project integrating OSMT (RSDs) with the Registry. The integration will publish individual competencies (no framework or collection) and collections of competencies.

Draft Proposal

Use case: Classify collections of competencies.

Add new Concept

URI: collectionCategory:Competency

Label: Competency
Definition: Aggregation of Competencies.
Usage note: A Collection should be used for competencies only when there is no logic or rationale behind which competencies are aggregated; in other cases a Competency Framework should be used.

Competencies within a Collection can form a Framework but the Collection is not a Framework. Should the definition be an "Aggregation of only Competencies."

I'm fine with "Aggregation of only Competencies", or even "Aggregation of Competencies". I hope people don't start using Collections instead of Frameworks because they read too much into what a Framework is. Should be have a usage note to the effect that if there is any reasoned rationale behind the collection then they are a "logically related set of Competencies" which means they are a de facto Framework.
