Change the level of rejected tags errors

Is your feature request related to a problem? Please describe.
In the AL 4.7, rejected tags are registered as errors in AL. This has two consequences:

• submissions are shown as failed
• error view is flooded with these error

Describe the solution you'd like
Modify the level of those issues to warnings, and present it in the submission and error views differently from errors

Describe alternatives you've considered
Config options to disable registering these errors (but I don't really think it's better solution)

This is partially addressed in 4.7.2.0.

The UI will display tag-related errors as warnings in the UI. The backend may have to be updated so that way the status field won't make the submission appear as if it failed when only tagging-related exceptions were raised in the Submissions page.
