[Bug]: typescript should be a devDependency, not a dependency

Description

It is only imported in scripts/check-jsdoc-coverage.mjs. Could potentially save ~23MB in the install.

Steps to reproduce

Install the plugin

Expected behavior

No typescript in node_modules

Actual behavior

typescript exists in node_modules
