[Bug]: View source / Develop links to 'webforms' skin

What happened?

Not that important, but when I clicked 'Develop' it linked to the 'webforms' skin (which did not have any relevant code in my case, just a placeholder).

The link looks like this:
http://dnn10990/en-us/Test/ctl/ViewSource/ModuleId/389/ctlid/240?ReturnURL=/en-us/Test

So I guess it is somehwere in the /ctl/ViewSource/

I got a "Could not load theme, unable to cast bla bla bla to type Dotnetnuke.UI.Skins.Skin" since my default.ascx was empty :-) that's why I know it tries to get the .ascx/webforms file instead of the MVC skin/

When I tried addding /pipeline/mvc :
http://dnn10990/en-us/Test/ctl/ViewSource/ModuleId/389/ctlid/240/pipeline/mvc?ReturnURL=/en-us/Test

at least it gave me a nice error message:

So perpaps the context menu in mvc mode should add /pipeline/mvc to the link...
