Pets can be ridden into blacklisted region

As the title suggests...
I have a vip building set up with worldguard for vip-only. non-vip players can ride on their pets into the vip region. I blacklisted the regions but whilst riding a pet it does not have any effect unfortunately.
Would be loved if you could make a fix for that!
