Second skin layers not working.

I know this isn't that big of a deal, but for some reason 2nd skin layers aren't showing. If this isn't currently a feature, consider this a feature request.

I'm using the following:
spongeforge 3074
forge 2655
NPCs 3.0.0

There are no errors in the console or in-game.

The problem is that Sponge currently doesn't have second-layer skin implemented.
