[BUG] Unstaked flow is being added to voting weight #3
Description
Describe the bug
On the recent proposal for FLOW re: adjustment of fees, voters are only supposed to be eligible to vote using Flow which had been staked or delegated. Currently, accounts with only unstaked flow are still able to vote and their Flow balance is included in the voting total.
To Reproduce
Steps to reproduce the behavior:
- Go to Cast Proposal #4
- Look at the voting weight assigned to account 0x228c770aa47b20d0, this shows 211.9 flow
- Check out the account on flowscan
- See that 211.9 is the total account balance
Expected behavior
This account should have 0 flow weight and not have been allowed to vote
