GitHub Security Actions + UV Venv Setup + Necessary Packages + Folder Setup

Please mimic the github actions and uv venv practices of this repository - https://github.com/Data-Science-Link/the_depositum

I want my PR's to have security checks when being pushed up to ensure I dont merge in anything sensitive. I also want UV Venv setup so that I can begin coding on my local computer and for me to have the necessary packages based on the documentation in this repository.

Also mimic the folder setup from the depositum repo above as I like how intuitive it is. Add markdown files where helpful in the repo for explanation of things.
